Not all of the villains in Coastal City are lecherous scumbags with no sense of decorum!  This image proved to be far more trouble to get finished then it ought to have been, but my stubbornness paid off in the end!  I realized after the fact that he really needs a pair of white gloves to complete his wardrobe, so that'll be something for his next appearance
